James heads up EEH’s work on Decarbonisation, Innovation and Analysis. He has led on the development of tools, data, and evidence (including the CAP tool) supporting a place-based approach to delivering a net-zero transport system.  He has a focus on supporting EEH’s authority partners to deliver meaningful change and better low carbon transport choices.
