Greater Manchester launches 10-year vision linking transport, homes and regeneration
Greater Manchester’s new 10-year strategy sets out a bold agenda for transport investment and regional renewal. Alongside plans for new homes, jobs and regeneration, the region aims to expand and better integrate public transport under the Bee Network — linking buses, trams and rail to create a fully connected, affordable and zero-emission public transport system.

Under the plan, new bus routes, tramlines and train stations will be rolled out across Greater Manchester, improving connectivity between communities and unlocking access to work, education and amenities. Construction of a tram stop at Victoria North is scheduled to begin by 2028, while work to bring tram services to Stockport is expected to start by 2030.
To deliver this vision – and ensure transport upgrades are aligned with housing, employment and regeneration – the GMCA has deployed a new “Integrated Pipeline.” This pulls together infrastructure, housing, employment and transport projects in a single delivery plan, intended to optimise investment and accelerate delivery over the coming decade.
The Integrated Pipeline supports six major “Growth Locations,” each combining development of housing, innovation, employment, and transport infrastructure. In practical terms, this means when a new neighbourhood, business park or innovation district is planned, transport links – buses, trams or rail – are designed in from the outset.
GMCA say this coordinated approach will help deliver thousands of new homes, new transport links, and significant job growth across Greater Manchester – underpinning the region’s ambition to be more inclusive, connected and economically resilient.
Andy Burnham said the plan reflects a commitment to invest in people and places alike — ensuring access to homes, good jobs, quality public services and affordable transport. “We don’t believe in a ‘trickle-down’ model of growth,” he said. “We know we will only change the fortunes of all our people and places if we’re prepared to intervene and fix the foundations of life.”
