Carlin will take up the role on 1 July 2026, succeeding Chris Conway, who previously confirmed plans to step down after leading the organisation since 2015.
Carlin is currently director of networks and innovation at SONI, and brings around two decades of experience across infrastructure sectors including rail, water and energy. His previous roles include senior positions at Transport for London, London Underground and the Elizabeth Line project.
During his career, Carlin was part of the leadership team involved in the recovery of the Crossrail programme and later oversaw the transition to operations of the Elizabeth Line.
Outgoing chief executive Conway will remain in post until the end of June to support the transition. During his tenure, Translink delivered several major projects, including the opening of Belfast Grand Central Station, described as Ireland’s largest integrated transport hub.
Northern Ireland’s Infrastructure Minister Liz Kimmins said public transport plays a key role in supporting communities. Translink operates bus and rail services across Northern Ireland and is responsible for much of the region’s public transport network
