TfL names First Rail London as preferred operator for London Overground contract

Transport for London (TfL) has announced that First Group subsidiary First Rail London Limited (FRLL) has been named as its preferred new operator for the London Overground rail network. The deal marks a transition from the current operator, Arriva Rail London, with the new concession due to begin in May 2026 and run for an initial eight‑year period, with an option for a further two‑year extension.

Under the new concession arrangement, FRLL will work with TfL to deliver operational and service improvements across the Overground network. Planned enhancements include extra peak‑time trains on the Mildmay line from May 2026 and more frequent services on the Windrush line later in the year, supporting capacity and reducing waiting times for passengers.

Other improvements are set to include upgraded safety features such as help points and CCTV, better customer information systems with expanded digital screens, and targeted infrastructure work to boost performance.

Transport for London highlighted that the partnership will also focus on accessibility and collaboration with partners including Network Rail and Alstom to sustain high performance standards. The agreement reflects ongoing efforts to meet growing demand on one of London’s busiest suburban rail networks.

David Thomas, Head of Concession for London Overground, said the new contract places customers “at its heart,” and expressed confidence that working with FRLL will deliver benefits for those who use the network. Graham Sutherland, Chief Executive Officer of FirstGroup, noted the importance of the Overground in London’s transport system and said the company looks forward to contributing to its success.

TfL retains responsibility for setting service levels and revenue risk under the concession model, with the new contract designed to maintain and improve reliability and connectivity for millions of passengers each week.
