Stephen is the Head of Appraisal and Model Development at Transport Scotland, a position he has held since September 2019, focusing on leading the development, maintenance, and application of national/regional transport models. He plays a key role in developing Scottish transport appraisal guidance (STAG) to support sustainable decision-making and has also served as Sustainable and Active Travel Programme Manager.
