Graham Martin
Head of Commissioning & Project Delivery, Liverpool City Council
Graham joined Liverpool City Council as Head of Commissioning & Project Delivery in December 2023, bringing extensive experience from the private consultancy sector, where he led programme and project management for major capital schemes in transportation and highways.
In his current role, Graham provides strategic leadership for the Highways Capital Programme, driving service excellence, cost efficiency, and the effective delivery of major highways infrastructure projects. His work focuses on improving the operation, resilience, and condition of the city’s network, embedding environmental and sustainability principles throughout project delivery to benefit communities and stakeholders.
Under Graham’s leadership, the Commissioning & Project Delivery Service continues to develop its capability, supporting Liverpool City Council’s core values, business objectives, and long-term ambitions. He works closely with partners and key stakeholders to advance the sustainable regeneration of Liverpool.
