Richard McGuckin
Chair of Urban Transport Group and Executive Director, Place, Liverpool City Region Combined Authority
Richard joined Liverpool City Region Combined Authority in 2022 as Executive Director, Place.
In addition, he holds the roles of Deputy Chief Executive and Director General for Merseytravel, overseeing a multi-billion-pound investment programme that contributes to the City Region growth agenda.
His portfolio spans the growth of a complex integrated transport network including Merseyrail, Mersey Ferries and Bus Franchising while spearheading Mersey Tidal – a multi-billion-pound renewable energy project set to power the region for generations.
Richard brings extensive executive-level experience in local government. Before joining the Combined Authority, he was a senior executive at Director level across the economic and development agenda at Stockton-on-Tees Borough Council. Richard also operated within the Tees Valley Combined Authority and has advised on various groups including its Management Group.
Richard is a Chartered Civil Engineer by trade whose early career focused on highway and major civil engineering projects. He was born and grew up in Stockton and has been fortunate to be involved in many of the large and small-scale civil engineering projects in his home town. Richard’s background and expertise is in in leading complex multi-agency programmes that align policy, investment, transport and spatial planning.
