Glencar appointed to deliver Warrington MSA as Extra MSA confirms major EV charging hub

Extra MSA Group has appointed Glencar as principal contractor for the new Warrington motorway service area on the M62, with the project set to create one of the largest EV-charging hubs on the UK strategic road network.

The service area, located at junction 11 of the M62, represents a multi-million-pound investment and will be the first full-access services between Birch Services (M60/M62) and Hartshead Moor (M62). The new services will essentially replace the existing Burtonwood services – which has limited access and restricted facilities.

EV infrastructure is a core component of the development. The site will open with up to 28 ultra-rapid charging bays, with grid capacity installed to expand to over 100 chargers as demand increases. Extra MSA has confirmed that the electrical design prioritises direct high-power grid connections rather than battery buffering.

In addition to Glencar’s appointment, the project team includes:

  • Mott MacDonald – highways design and transport interfaces

  • CampbellReith – civil & structural engineering

  • WSP – environmental planning and assessments

  • Asteer Planning – planning consultancy

A key component of the scheme is a major overhaul of the surrounding road layout with  Bethell Construction appointed to deliver a package of highway improvement works at Junction 11. This includes a new signalised roundabout and revised slip-road geometry designed to separate M62 traffic from local vehicles using the A574. National Highways has worked with the project team to ensure the design improves traffic flow and enhances safety at the junction, which experiences regular morning peak congestion.

Extra MSA also plans to collaborate with local education and skills providers to offer employment support such as site visits and blended work experience placements. This includes working with social value specialist, Ahead Partnership to create a bespoke programme of schools engagement.

The project is subject to final technical approvals with construction scheduled to begin in early 2026.
