Kier establishes new Infrastructure division and refreshes leadership team

Kier Group has announced the launch of a new Infrastructure division as part of a company restructure aimed at supporting future growth and better aligning its capabilities across key markets. The move brings together the group’s Transportation and Natural Resources, Nuclear & Networks units into a single, market-facing business covering road, rail, aviation, water, energy and environment services.

The newly formed Kier Infrastructure will be led by Joe Incutti, previously Group Managing Director for Transportation. Incutti’s role is to oversee the combined division’s operations and growth strategy. In addition to this structural change, Kier has made several senior appointments that take effect in early 2026.

Among the executive changes, Tom Hinton joins the group as Chief Financial Officer, and Martin Staehr has been appointed Group Managing Director for Construction. Kier has also elevated Louisa Finlay from Chief People Officer to Chief Operating Officer with expanded responsibilities that include driving digital transformation alongside health, safety, wellbeing and sustainability initiatives. James Askew moves into a permanent role as Group Commercial Director, focusing on commercial performance, procurement and business development, while Abi Cooke has been appointed Chief of Staff to the Chief Executive.

Kier Group chief executive Stuart Togwell, newly appointed in late 2025, described the changes as positioning the business to “deliver exceptional outcomes” for customers in 2026 and beyond, creating a clearer strategic focus on infrastructure delivery through a unified division.

The reorganisation, says Kier, reflects broader trends in the UK construction and infrastructure sector, where companies are streamlining operations and leadership structures to respond to government spending programmes and asset renewal demands.
