Public consultation launched for major North West rail freight park

Developers have launched a second round of public consultation and published updated scheme documents for the proposed Intermodal Logistics Park North (ILPN) — a major Strategic Rail Freight Interchange (SRFI) proposed between Liverpool and Manchester.

The project, promoted by Intermodal Logistics Park North, part of the Tritax group, would create an intermodal rail terminal, warehousing and logistics space adjacent to the West Coast Main Line and the Liverpool–Manchester rail corridor, close to the M6/M62 interchange.

Developers say the ILPN is designed to shift freight from road to rail, cutting HGV kilometres and supporting regional decarbonisation goals, while unlocking space for large-scale logistics units and associated infrastructure.

The public consultation runs until 23 December 2025, with a series of local information events planned; feedback will inform a formal application. Project teams have indicated an anticipated planning application in 2026, with the scheme likely to follow the Development Consent Order route for nationally significant infrastructure projects.
