Karl Rourke
Service Manager, East Riding of Yorkshire Council
As Service Manager for East Riding of Yorkshire Council’s Street Lighting, Traffic Signals and CCTV service, Karl oversees a combined revenue, capital and energy budget of £6 million. Having joined the council 16 years ago as a Street Lighting Engineer, Karl has led the service for the past five years. During this time, he has delivered a £12 million column replacement programme and a £10 million energy reduction investment, achieving savings of 17 million energy units. Karl also serves as Project Manager for the Live Labs 2 programme, Decarbonising the Highway, focused on reducing and rationalising highway lighting and illuminated signage.
